No record returned by SELECT on table "PUBLIC"."M_INIFILE_CONTENTS"

Dear Experts,

We are trying to select record from table "PUBLIC"."M_INIFILE_CONTENTS" . It's returning 1000+ records for user X but no record for user Y. Even it's not giving any authorization error for user Y.

I granted SELECT authorization on object "SYS"."M_INIFILE_CONTENTS" for user Y..but still same result.

I am not able to identify exact role/authorization that is missing for user Y.
