Problem creating HANA XS Application

Hello,

I'm trying to create a test HANA XS application using my production account. To do so, I follow this guide:

In step 1 I am told to create a new HANA instance. The problem is that I don't see any means to do so:

How do I add a new instance?

Also, I ran a bit further in the guide. I want to create a database administrator user as described here:

I have a problem with steps 1 and 2 of the procedure: I enter "Hana Instances", but there is no "Development Tools" section there.

I have a strong feeling that I'm missing something big.
